Since both me n my wife are in Canada, typically, we should have gotten our PCC from the BLS office here in Canada, but their website stated that PCC may take a few months. So going the easier route, we started the process from India.
My wife's passport bears Delhi address whereas mine has Chandigarh's. We confirmed from New Delhi Police dept that online is the way to go and it takes a cpl of days. We went that route, they verified at the given address but rejected the pcc stating the applicant is Out of India which was indeed preposterous since we got her PCC in 2014 as well the same way and it was issued without any hiccups.
At the same time, since chandigarh police dept didn't have any online option, it had to be done manually. But here, they needed an Authority letter from me stamped at the Indian consulate here in Canada that I am authorizing xyz person to collect my PCC on my behalf which was even strange. To avoid any delays or the risk of exhaustion of those 60 days, we submitted the application with LOE, receipts for my wife's PCC application through the consulate here in Canada, and my Authority letter that we sent to India.
Meanwhile, they cancelled the application on this ground:
The letter of explanation regarding the Police Certificate from INDIA you have provided with your application, has been reviewed, however, with the absence of proof of submission for that Police Certificate, we are unable to determine that you made your best efforts to obtain the required document.
