Your first assumption is correct! You need only 12 months of work experience to be eligible under CEC. This is the new rule. I believe you read the old bulletin (which does not apply for new applicants).

Once you have sent out the application there is no way you can add anything to it until you receive your AOR with file number. Be patient and wait for AOR! Once you get AOR.. Just redo all the photos :( and add it to the file.
