Apply as soon as possible. You stand a good chance of receiving an ITA with 445 points at the moment. No one knows for sure what might happen 3 months from now.

    Reference letter

What crescent_jam has said. Getting a personal letterhead should be your last resort. If you have to go with that you should probably get it notarized but there's no guarantee IRCC would accept that.

Is there a chance to be drawn with low score

With 390 it's virtually impossible at the moment to get an ITA. Try max out your IELTS score to get over 400 points.

Apologies. I mistook you for OP. If you are not in Canada, you'll have to go through an agent, DelPiero07 mentioned one in his post above, unless you have friends in Canada who can help you out

If that change causes your CRS to fall below the cutoff or makes you ineligible for the stream you are applying to, you have a problem and probably have to decline your ITA. Otherwise it should be fine, mention this in your LOE that it was a genuine mistake.

You can order GCMS notes as long as you are physically residing in Canada, don't have to be a citizen or PR. As you are applying through CEC, I'm assuming you are in Canada at the moment? If so, go here and order http://www.cic.gc.ca/english/department/atip/requests-atip.asp

    CEC Work Experience Question

When did you start your job? My understanding is that if you apply on Feb 28 2019, your work experience would need to be between Feb 28 2016 and Feb 28 2019, which is not the case here. Don't think you can use Canadian experience for FSW.

You don't have to travel together. You can land alone first. She can't land as PR before you anyways. Just make sure she lands before her PR visa expires.

Has anyone used agents/consultancy for filing PR? Will they help to find job?

IMO there's absolutely no need to hire consultant for PR application unless your personal situation is complicated and may have legal implications, in which case you might want to hire an immigration lawyer

420-430 is actually not a bad score at the moment. You'll stand a better chance If you can improve your language test results. I'd suggest you go ahead and create an EE profile while you work on your language skills. One thing you need to understand though, high score does NOT guarantee...
