    Technically yes it's possible. You can transfer the funds first and activate the account once you land in Canada. I've personally had experience with RBC and BMO and I'd assume other big banks would offer similar service too. Whether or not this is wise is entirely up to you I guess.

    You can if you meet the requirements for FSW. Only caveat is that EE doesn't work with Quebec and you might want to explain in your application which province you choose as your intended destination and why
