I see a lot of people here being optimistic about having bill C-6 enacted in the senate. I think most people want to have the 3/5 rule implemented instead of 4/6. But you just have to be aware that even if the bill is completely accepted by the senate and enacted into law, it does not mean that its articles will be directly and automatically implemented.
Once the bill is enacted into law, the government and the minister will be notified and it will be left to their discretion to implement it in total or just some articles as they see fit and in coordination with the requirements of IRCC.

So it is highly improbably that the 3/5 rule will apply soon or fast as IRCC will be concerned by the backlog this will create and it will probably take a lot more time (maybe a year or so) before it gets implemented. All other articles of the law don't have a very severe or heavy implications.

So I hope I am not being a turnoff but prefer to be realistic and just recommend that everybody manage their expectations.

As far as I remember, some provisions of the Bill C-6 will come into immediate effect once the Bill passes into law. But the provision of 3\5 will be implemented in a year. No where in the bill does it say that the 3/5 rule will come into effect after one year. What it does say is that "come into force on a day to be fixed by order of the Governor in Council".

I have a question please:

Hypothetically speaking if I become PR in June 2017 and the 3/5 rules comes into effect in October 2017 say, does it mean that I can still use the 3/5 rule and apply for citizenship in June 2020 or it is too late for me and people like me?

In this case you would be eligible in June 2020.

sorry for the question...thought I understood...

Under 4/6 rules, a person has to physically reside 4 of 6 years in Canada with each of those 4 years being a min of 183 days...and it has to be the last 4 years of the 6...

Theoretically, if a person were to stay in Canada from the day he/she became a resident, this means they could apply for citizenship 4 years from the date that they landed? or do they have to also be a PR for a min of 6 years?

I believe that if you land as a PR and not leave more than the specified number of days in a year then you can apply to citizenship after 4 years (hopefully this will change to 3 years soon)

If a person landed and then never left Canada, they could apply for citizenship 4 years after the date of landing.

The bill passed second reading on Dec 15th and was referred to committee. That was the last working day before their winter break. So the committee won't discuss the bill until they return which is on Jan 31st or later and any amendments won't be discussed until then. No committee meetings are scheduled yet.

Having been briefed on Bill C-6 by the sponsor, Senator Ratna Omidvar, and listening to the debates so far, I have decided to vote in favour of this bill provided it is amended. The amendment I'd like to see would provide a neutral, arm's length review of any and all requests by the Minister or anyone else to revoke a person's passport. Such an amendment would ensure that the rules of natural justice are applied and that an opportunity for making equitable judgements is provided to Canadians.

I am trying to find when is the time spent before becoming a PR come into effect. At the time of royal accent or at the time decided by governor general? if at the time of royal accent then it would help me as I have 8 months that I will gain and be eligible to apply right away.

well first of all you don't know when royal accent is. so how do you know it saves you 8 months?

The answer is that at the time of royal accent, it will be communicated when the various elements of the law will be coming into effect. Nobody knows right now. Most likely it will not be the same day as royal accent.

8 months come from 16 months of pre-pr time I have spent.
