Hi - There is no way to know. When a bill receives royal ascent and becomes law, it will be sent back to the government who will have full discretion on its implementation. The government can choose to implement the pre-PR period right away or can choose to delay it by a certain period of time that is judged to be necessary. The best example on this is bill C-24, the 4/6 article did not get implemented till a year after the bill received royal ascent. I am not sure but the I also heard that the government has up to a year to actually implement a law that has received royal ascent. So long story short, you can't know exactly how a law will be implemented once it received royal ascent. We can only hope that it will be in the benefit of all
