If she is in compliance with the residency requirement, she can sponsor you. But you were vague with her landing dates, which makes it difficult to determine if she is out of compliance. If she IS out of compliance, she will need to wait until she is back in compliance to sponsor you.

If you can obtain a visa to visit Canada, you can apply via the inland process. As a medical graduate you may find work in Canada, or study opportunities, internship, residency, etc.

The directions are country specific (depending upon the VO handling your application), but in general you must submit at least the PCC and many offices require the medical at the same time.
