Inland or Outland? Canadian sponsor, PA is on student visa and OWP

Is it better to do inland or outland?

Here is my friend's case:

• Sponsor: Naturalized Canadian citizen living in BC.
• PA: On student visa and OWP, also living in BC. Filipino.
• Sponsor and PA have been living together for a year.
• Married for a month. Relationship for more than a year.
• Post-wedding travel next year for a European cruise for a week (April 2026).

Can my friend sponsor her spouse as outland while the PA resides and works in Canada? Or is inland a better option? Thanks for all your input.

Can do either inland or outland. In my view there are few advantages now to inland (except some specific situations which are not most common).

I don't see any reason for them to delay applying.
