It is good that you are very close to your application.
As per new proposed rules, new applications received after 21st March 2012 will be divided into 3 groups. Group 1 has no limit on number of applications. Group 2 will receive 14300 applications till 31st March 2012. And no applications will be accepted for group 3.
Pls check below link for this info:

Now, as per your details, if your education was achieved before 5 years, and if you dont have related work experience in last 5 years prior to ur application, then u will be in Group 3.
Which means u can not apply till these rule is applicable.
Pls refer to the below text for group 2 in the link I provided:
You belong to Group 2 if one of the following
situations applies to you: You or your accompanying spouse hold a diploma, awarded by an teaching institution in an area of training allowing you to get 6 points under the area of training criterion of the selection grid for skilled workers (see list, in French, 38 kb). The number of years of study required to obtain your diploma must be at least equal to the number of years required to obtain that diploma in Québec. This
diploma was obtained less than five years before
the date of your application. Failing that, you must
have practised, on a full-time basis and for at least one year out of the five years preceding the date of your application, a profession or trade in an area related to that diploma.
However, if you are married and ur spouse is working and hving this 5 yrs related work experience, then you can make your spouse principal applicant.

I had submitted my application for CSQ on the 24th of March 2012 --- received and stamped by the BIQ HK on the 26th of March 2012.
On my application, I selected NO on the "Have you ever applied for Permanent Residence in Canada except Quebec" though I have had applied for the FSW category on JULY 2010. I got my E-CAS number but then I have had my application withdrawn.
My question is that:
1. Should I have had selected YES on the "Have you ever applied for Permanent Residence in Canada except Quebec" or I did have the correct choice of selecting "NO" though I have had received my E-CAS under FSW and have it withdrawn?
if YES should be my choice:
1a. When is the best time for me to update BIQ HK as for the reason that I haven't declared on my application form specifically on the Application Selection Certificate (A-0520-AA) that I had applied on the FSW category last July 2010 and that I had withdrawn my application.
1b. Should I wait for my AOR first before I update them or it'll be a lot better to update them as soon as possible?
1c. I already withdrawn my application. What should I select on the choices? Accepted? Denied? Waiting for Decision?
2. Would this deviation on my application cause vital effect on my CSQ application?

Regarding job descriptions, if you have mentioned your work experience same as in FSW application, then no worries at all.
