Is it normal to get a passport pages request but no interview request with that or prior to it?
Yes many have. Its one way to avoid unnecessary interview.

Whenever I see someone applied after me gets a DM (just saw someone applied after me by 9 MONTHS got DM on their files  ) I feel IRCC plays favorites. It's probably not true although it escapes me why exactly these people progress before us, but it's difficult not to take things personally since we submitted everything they need to process our applications and they haven't asked for anything else, yet they select some people to progress faster than others. I haven't ever felt so frustrated in my life in being treated unfairly
Another one got oath ceremony invitation (not just DM), and they applied 12 MONTHS after us  Unbelievable

Someone posted a news on another thread that a court asked IRCC to make a decision on a PR file held for 3.5 years without any explanation within 30 days. I hope this encourages a new wave of cases to force IRCC to act within limited timeframes to make decisions. The vagueness of timeframes serves IRCC very well. They keep us in the dark without justifications. This vagueness must be removed.

I heard one news that if your application is sitting ideal even after 3 years of application date, then you can go to court to know the actual reason of delay.

I dont know if our left outs are waiting for another storm on prioritizing online one before finishing existing paper ones.

Yes thats we could see from few posts. But I dont get the logic that the successful rate mostly only if it goes beyond 3 years instead of just beyond the standard timeline.

Most of the applicants are lucky except few one who suffered for 3 years or more without any valid reason. I don't believe IRCC will give any importance to this minority group.
