I’m guessing that this is related to your criminal record expiring. I hope I’m wrong and that it's a good sign. Otherwise, it seems your record has expired and passed after a year.

My timelines are similar to yours, it's non routine and I got a ghost update on Jan 28th too. Not sure exactly what does that mean but seems like a good sign.

Sharing my timeline in case others are experiencing similar delays. Not sure if I’m a November or December 2023 applicant.

Submission Date: November 30, 2023
Application Filed: December 18, 2023
Citizenship Test Taken: January 20, 2024
Citizenship Test Completed: February 12, 2024
Language Skills Completed: February 29, 2024
Prohibitions Completed: February 29, 2024
Physical Presence Completed: February 29, 2024
Background Verification: In Progress since January 2024 (RCMP/CSIS request noted based on GCMS notes: RCMP/CSIS: Y)
Office: Mississauga IRCC

Contacted MP 3-4 times – MP’s office said it’s a non-routine application stuck in the security check, despite the fact that I haven’t left Canada since becoming a PR in 2021, and my only travel since 2016 was a 10-day family visit to my home country in Jan 2018.

GCMS Notes (July 2024): All eligibility checks passed (Knowledge, Language, Residence, Prohibitions). Criminality clearance passed in January 2024, but security clearance results were still pending as of February 2024.

GCMS Notes (December 2024): File still In Progress. Another review was completed in October 2024, with a new due date set for December 31, 2024. One blank page after the security section, and remains “Oath Not Started.”

The MP’s office told me there’s no timeline for non-routine applications; it could take years. They also said even filing a mandamus through a lawyer wouldn’t help. Honestly, I’m not sure I believe that, but it was still really frustrating to hear.

It is frustrating but have no control Even getting a lawyer to appeal for decision is not guaranteed to expedite?

Yeah, MP’s office really scared me about that. They said even if I hire a lawyer for a mandamus, there’s a real chance the court could rule in favor of IRCC since it’s a security/background check issue, not just an administrative delay. They said when agencies like RCMP or CSIS are involved and perhaps need more time (not really!, but still...), it’s outside IRCC’s control, and a mandamus might backfire. They warned me that if the court sides with IRCC, like if they argue it’s a complex case that needs more time from those security agencies, I could end up having to pay their legal fees too.

My oath waiting over 2023 December till 2025 Feb.

Nothing they just keep us for nothing .

I had surgery 6th feb and took oath 11 feb in person mississauga I cannot walk at all surgery for knee ACL meniscus surgery

But I went for oath so they don't delay me more.

Just sit and wait don't apply mamadus or lawyer they all together in the game ever one need money and tell u we are waiting for response

I lost so much money behind these people finally listen to wife and sit quietly the day come its on.

That's all I want to say best of luck you guys.

After every night morning has to come & that's for us. Bye.
