I have also called IRCC and the agent said if you choose to change province, it will be considered as a new application and they'll do all the process again like background checks, info sharing etc... Not sure if it's true, have to check from my lawyer as well. But one thing that was very disheartening to hear that "you are still under processing time" after 26 months bcoz it's 51 months now in quebec

@Ivy.998 you get that response when application is no longer in process. Check status online or contact your lawyer if you have one. If not check your email. Best of luck

H&C is Federal application. In AIP, they will tell you ‘we will continue to process your application if Quebec does not approve your CSQ provided you move to another province’
