Yes, I know you are not a protected person. The COI is issued to people who are stateless or unable to obtain a passport from their home county.
Regardless, you can't apply now. You have to wait for PR.
As I mentioned previously you should be traveling on your home country passport. If it is impossible to renew your home country passport from Canada you can apply for COI and then apply for your home country passport if visiting a country where you can renew your home country passport.
They may have been required to prove that they could not obtain their home country passport or are stateless to obtain the COI. If you do not meet the requirements to obtain a COI you should be pursuing obtaining your home country passport if it is expired. COI also not likely accepted by all countries just like RTD. In general it is in your best interest to obtain your home country passport for a variety of reasons.

Hard to say...but I got my AIP last July..and there's a lot of people on the same boat... nobody knows when it comes, unfortunately

I just helped her submitting her application for work permit. I think for the Health card she needs to wait to get her work permit approved first in order to apply for health coverage ( now processing time for work permit is more than 200 days ) ?
In Manitoba only people with PR, work permit , or a convention refugee or protected person (as defined by the Immigration and Refugee Board of Canada) can apply for health coverage
I do not think H& C applicant can be considered protected person ?

Can you please share her timeline and when did they issue her AIP ?
In Ontario you can get your health card on the Ontario Service on the the same day, I don't know the rules for Manitoba, but it's worth to find out for sure.
