CIC website also says that if we have ECA evaluated in last 5 years, we should be good. They also suggest to attach copy of WES, in case they are not able to check in WES. http://www.cic.gc.ca/english/immigrate/skilled/assessment.asp

Right way is to get PCC fromPSK in India. Still people are submitting PCC from police stations and getting rejected. In India, we get PCC from PSK within 2 hrs. Its extremely convenient.
