FST and CEC streams don't have too many requirements, so it's possible to score very low on human capital under those programs and still be eligible. The lowest theoretically possible score for FST is 624, for CEC (with LMIA) it's 664. And don't forget, it doesn't necessarily mean that people...

AOR is just acknowledgement of receipt, in other words, it only confirms they have received the documents you provided and can now begin processing.

Are you sure you score 67 or more under the FSW scoring system? Also, are you sure you stated a high enough sum of money?

Don't forget that some people who will receive ITA in 2015 under EE will only get the final decision in 2016. I mean, the amount of people they plan to give ITAs to in 2015 must be higher than the amount of people who will immigrate under EE in 2015.
