It's been discussed several times, nobody knows for sure. Some people theorize that candidate numbers reflect the number of people in the pool; the last time somebody posted their number (beginning of February, I think), it was 60k+. There was also a news article which claimed there were 10k people in the pool on January, 31, and 3k of them were eligible. I personally don't believe that number - it is too low, and they didn't cite the source for this information. To the best of my knowledge, CIC hasn't released any statistics to date, even though it appears they planned to do so. As for the spreadsheet, one possibility is that people with lower human capital scores are underrepresented.
