    Please Help. Visa Refused

I am from the US, so maybe my perspective on education is different. It seems reasonable that residents of many places might reasonably say that two or more places are among the best places. I have never applied for an education visa, so take it with salt.

    Please Help. Visa Refused

Pardon my ignorance, but there seems to be a difference in acknowledging that you were denied a visa by another country, and having Canada know the specific details of the denial - such as what you wrote about your reasons for wanting to study there. Regardless, the above advice seems solid...

Paying of credit card debt in the US

Depending on where you live, it is easy enough to pop across the border once a month for banking (or less often to deposit money) and then make payment online/phone. Depending on future goals, keeping the US CC active might be a good idea.

    Multiple entry PRTD

The PRTD isn't worthless if you were able to renter the country. The problem is that many other things require the PR card... which takes time.

    Frequent entries and exits

I did the opposite, renting a place on the US side for the last six months that I worked in Canada before returning to the states. Depending on which border crossing(s) you have to use, it might suck... but not guaranteed. Other than Friday afternoons, long weekends, or special times (Olympics...

Question / Advice on re-entry w/o RO met

How long were you in Canada after landing? I'd say better to not risk it, and go now. If you wait until after the baby is born, you are going to then need to wait for travel document of some type, and then sponsor the child. That is going to open you up to having RO determination potentially...

Can I renew my PR card while visiting Canada?

Just be aware that the multiple entry PRTD doesn't have to be issued. There was a poster a few months back who noted they had requested it, for seemingly valid reasons, but only received a single entry.

Conjugal Relationship, immigration barrier - DACA?

There are ways for a DACA to depart the country and be allowed to return (Advance Parole). It isn't perfect, but there is potential for your partner to travel to Canada and return to US if they could come up with a valid reason.
