The Quebec outland application tracker dropped to 30 months from 34 months
I caution that these numbers can be very volatile - that is, when they're approving very few and a large proportion (close to 80% or more) of the applications they got, ie from what is now 2 1/2 years ago - so that estimate might bounce around a lot, getting shorter and then longer. (Since they seem to be updating weekly, if the number of applications is small, there might not be enough apps to get a reliable number).

That said, when they start approving a steady/larger number of apps, and I understand the backlog is large, it could fall pretty quickly and 'catch up' to something closer to a normal timeframe before too long. Just too early to say.

Quebec processing times have no purpose except to apply political pressure and cause misery to applicants as a side effect. I've seen many cases processed within one year or so, myself included. Yet, there are lots of those who are stuck . The prioritisation process is unknown, I tried to get it using different ATIP requests but I guess I failed to formulate them precisely enough to get a meaningful answer.

It is a mystery. We had met with an immigration consultant prior to submitting and they had explained to us we had a pretty straight forward application and such so they didn't see much reason for us use a consultant for the actual application. Additionally, my wife has a solid CV which is to say she would be a valuable worker to have in Quebec. I hold a PhD and work in healthcare. So for us its kind of like, should we move elsewhere and contribute to another province. Now all this said, I am not implying we deserve special treatment either, rather just illustrating I truly have no understanding of how decisions are made on these applications.

We do not know the prioritization process, but if the ones processed quickly do not total to 80% (or even if eg 25% of files are held for a long time), then the stated time will also be volatile - because their method is to use the most recent cohort that gets to 80% approved. It therefore still doesn't contradict that they seem to be artificially holding back a large number of files due to the Quebec-imposed limits.

Now from the numbers it sounds more like something less than half are getting processed relatively quickly, which would be consistent with us seeing some approvals like yours - even 'many' - but a lot that don't seem to move. Alas, can't say much more than that, except that - the posted numbers are going to be frightening and jump around a lot and not tell us mch about what's going on.

On February 12, I requested the Gcms notes and I received the mail today, the strange thing is that the background that continues in the pr application appears as not started in the Gcms note, could this be possible?


This inconsistency confused me.

Since Mark Miller asked IRCC to ignore the Quebec caps, some applications are progressing. Matter of fact, we just got a pre-arrival letter today so I guess we are near the end.

We got an update in the tracker today to say they received an enquiry we made but it's a bit strange. We made a call to the IRCC regarding the spousal open work permit application, which is not in the tracker for the PR sponsorship application, so not exactly clear on what this update means.

Here's my theory about this. And its a theory so don't hold me to it. Some of these backgrounds have not been run because of the "caps". And when your case comes closer to a decision date, they'll run them at that time. They don't want to run a background and they be out of date by the time they make a decision on your case and have to run them a 2nd time. The background checks are not a lengthy process. Mostly a few weeks, it won't add any significant length to the process once they get to your case.
