And I'm quite sure that they are not going to delay it or revise it further.

That is a very very wishful thinking if you are hoping they delay it until 2017. Why 2017 in particular? I understand if you were on the borderline qualifying under the old rule in june/july 2015. But why delay it by 2 years. Is that when you qualify under the 3 / 4 rule?

you keep saying this...what makes you so sure? the bill was approved as law, and is in the process of being implemented. Certain measures have already come into effect, so why would the government change things now?

When I talk with the call centre, most of the time they say that if my application is in the office on June 30 2015 it will be processed according to the 3/4 rule.

They also say that no changes are planned for the residency calculation in the first half of 2015 so the changes are expected to be enforced sometime in the second half of 2015.

That makes July 1, 2015 as the earliest possible date according to most of the information from the agents.

But as we all know there is nothing official yet, but it is interesting that I hear that opinion that they will not implement it in 2015 more often.

But my favorite expectation for the law to be enforced is on Canada day 2015. Many law offices are saying the same date July 1, 2015.

Wrong - its the date of landing because this is an indisputable reference point as per the IRPA since its tied in to your RO which is the first pre-requisite to get a PR Card, PRTD and/or Citizenship. What if your PR Card is produced at say 180 days post landing or even 365 days post landing if you never reverted to CIC with a new photo required request. Why should you get an additional buffer of days!!

Because the govt has the tendency of delaying the process..lets wait ..no I qualify for 3/4 by next yr..itself !! Anyhow I plan to keep some extra buffer time for myself and then apply it . I am pretty damn sure..its gng to get delayed..if they are so slow in thinking of having things process fast after a decade..they gng to be that slow enuf to have this new rule into execution !!!!!

The most the government could delay it is 6 month max. This is based on one example that the 19 and over age dependent removal was suppose to go into effect in time for Jan 1, 2014 for 2014 Parent / Grandparent sponsorship. Instead it went into effect 6 months later. But since the next 2015 PGP won't go into effect until the following year, there is no urgency to implement the dependent age change as long as it goes into effect before Dec 31, 2014.

At the end of the day everything might be just part of the political game for the elections.

To me is also strange how fast they have passed the bill to become a law and after that such a huge delay of the actual implementation... It looks like from the beginning they have planned to get the things ready for the election year 2015.

If they wanted to change the rules fast, they could have done it in a matter of 3-4 months after June this year... but it really seems that they don't want to implement it that fast.

I don't think it has anything to do with election year. I think it has to do with time required to implement the changes in steps. You can't expect CIC to change the procedures on the fly when there are many changes to the citizenship law. There's training involved. There are procedure changes for removing judge from the equation, etc. All of them takes time.

CiC could have changed everything on the fly but the application process would likely be longer as your application would probably not go anywhere until the new changes are made first. Your application would likely to be queued on the shelf for a year until the changes are made before opening your file and process under the new rules.

As for passing the bill quickly, it is probably done knowing that it will take 1 year to implement the new changes before the ideal july 1st Canada day. Otherwise if they took their time, it may miss the july 1st date.

For me both ideas make sense (That we can expect delay and that there will be no delay).

I don't trust politicians and I expect different scenarios.

Of course it will, the requirement of 4 years in 6 hasn't been enacted, so the tool reflects what is the law today.

According to some agents who seem knowledgeable and who have more information, the calculation tool will stay the same until the very last day of June 2015.

They say that it will be changed in the second half of 2015... so like PMM said it is normal that is still the same and it will stay the same until Canada day next year.(at least)
