The implementation date is not a secret. It will go into effect somewhere between june/july. It's not secret when the law says it will go into effect 1 year later. Besides the official implementation date will be announced probably 2-3 months before it's effective date. They are not going to announce the effective date the day after announcement.

They gave plenty of notice of the aug 1st adult dependent sponsorship rule change, 2-3 months ahead of time.

The only official statement from them is:

These provisions will come into force in approximately a year.

This statement is not a cut off date.

For some people Approximately is +-3 months... for others is +-1 month.

If they have stated:

"These provisions will come into force after a year." the people will know that the date is 19 June 2015 and nobody will ask any question as when they will implement it.

And you are worried about it NOW? It's approx 11 months away. Lots of time. You are worrying about it for nothing. They will announce the official date ahead of time probably 2-3 months advanced notice. Relax and worry about it when it gets close to implementation date.

I'm one of those who will be eligible to apply at the end of June 2015 and if I go outside to travel I would miss the cut off date in a matter of days. I don't want to wait another year or two for that. If I can apply under the 3/4 rule I would take the chance.

But before they say the cut off date officially I can't make any plans for traveling.

If they say the date soon I can make plans in a easy way.

I don't mind the new rule, but the lack of information about the cut off day.

Im not dreaming about 3/5 or 4/6 ..I am worrried as I need to send my application next yr..and I have travel plans...for next yr.!!! So..I really hope they revise it once more

There is another annoying thing ... when a person start to call them and if he speaks with different agents they will say completely different dates as of when they are planning to implement the rule next year.

The reason according to me is that some agents have access to more information and are trained well with a lot of experience.

It doesn't matter what the actual implementation date is, someone is going to complain about it no matter when someone qualify under the 3/4 rule. The line has got to be drawn somewhere. If it not june 19, or not july 1st, when is a good date? Is sept a good date because it doesn't affect you in particular? What if a person was going to qualify in Sept under the old rule. Should we move the date because it's unfair to that person? Even my wife is affected by the change even though she was told by landing agent that she can qualify under the old rule. Now by the time she qualify under the old rule, the new rule will already in effect thus have to wait additional year.

Unfortunately the line has to be drawn at some point and it appears to be june/july time-frame at the moment.

They will let you know few months before it becomes a new requirement. But now, since it's still about 1 year away, they also don't know.
And I think they don't really consider applicants' travel plan when they want to implement this new rule.
Fyi, when the new rule starts, if you are out of Canada for more than 6 months in a year, that year doesn't count for citizenship application. Means if you often travel, it will take you forever before you can apply.

As a reference point to the one year stated at Bill C-24 assent and given the nature of politics expect clarification by February 2015 as this is when the Federal Budget is usually presented. Last chance for goodies to be placed before the electorate. The Feds will also be influenced by the inventory of 'potential voters' given the average processing time in relation to the election date - its still 300K+ and growing. Delaying the implementation date could get you the votes you need for a majority government but then it may not and you need to push the date back to show a tough line on immigration eh!

Nope... There may not be any big difference / surge. The surge was over in feb -apr when the bill was in news. What happens from now is this - each day X number of PRs become eligible and they all will apply mostly - so that happens each day.

For those who feel that their travel plans are on hold because of the unknown effective date, why can't you travel after the june / july date. Make travel plans in August or even September. This way, the travel plans won't affect your 3 / 4 rule in any way.

Based on several threads here there appears to be a sizable number of applicants who will have basic residence at the June/July 2015 mark who intend to take their chances with the RQ route (centralized mode of residence test) on the basis that if bounced they can re-apply with the physical presence required in Bill C-24. If they succeed then they would be citizen at a significant number of years prior to the C-24 route especially if they can't meet the 183 days min requirement.

2. Typically there is also a surge of applicants from those who procrastinate until there is an impending increase in the requirement for citizenship - this happened with the language testing on November 1, 2012 where a surge of Q32012 applicants have impacted on operational timelines especially for slower Local Offices in the west (AB being a prime example).

Absolutely agree but if you know in advance the date, the plans are easier to be done, because you will know for sure which rules you will follow.

By the way I also think like Msafiri that the next year elections might be the driving factor for the cut off date so they can set it up earlier or procrastinate it.
It seems that the implementation date will be part of the political game for the elections, so if they implement it in the timeframe of April-September 2015, I would not be surprised that much.
