well I think first and foremost if anyone has higher education in their home countries then they should get their education certified/converted by the CES (<--was that a smart idea? ;)) Apparently the receipt they give you will be accepted anywhere (educational institutes, jobs) as an equivalent to the degree.

so you did your masters back home but your education doesn't count when you go in for a job interview? fill out the form and apply with the CES. Within a few weeks they'll send you a certified receipt claiming that say for example your masters holds at least a BA value in Canada, so at the very least in the next job interview you can show this Canadian certification instead of nothing.

cons? its around $260. But i think it's well worth it.

I haven't actually heard of anyone certifying their degree with this but then again I've never really inquired.

A friend of mine converted all his degrees from the UK when he moved to Canada. I think it took him 6 weeks in total. After that he had no problem getting work. He's now a cop in a major Canadian city.
