Both take a lot of time to get, so my suggestion would be to order them now or no later than the same time as you submit the application. Then if the visa office wants further evidence, you'll have those reports back and can submit them. If they don't want them, it won't matter.
Of course. He needs to be clear he's only visiting while his PR application is in process. He should have a copy of the payment receipt (at least) and the sponsor approval letter once you get it. If he qualifies for a NAFTA position, he could get a work permit rather trivially. NAFTA covers a broad range of management/technical/professional jobs. Having a work permit for Canada also means that his time in Canada counts towards citizenship (at 50%) while visitor time does not.
