In theory, I believe applications in the final stage are supposed to go to one of the other offices in the US and newer applications are being forwarded to CPP-O. Who knows. It seems like the call center agents haven't gotten a lot of information about this either.

I think you got the question wrong. I think what was meant was that the Visitor visa they were issued will expire before the passport is returned from PPR.
