Quoted from the Operational Manual:

The following would frequently, but not necessarily, be non-routine cases:
• legal validity of foreign marriage in question (marriage which occurred in country other than in
processing mission's area of responsibility);
• custody of children of applicant;
• residence status of sponsor in doubt;
• delays created by applicant not following instructions;
• communications not received by mission or by applicant (unreliable postal system, mission
not informed of change of address);
• family members and principal applicant residing in different countries and processing
coordination difficulties occur; or
• applicant previously removed or excluded from Canada.

In an effort to aid analysis and identification of non-routine cases, the Work In Progress (WIP)
event structure in CAIPS should be used by visa offices to flag non-routine cases. Visa offices
may enter the following WIP events to identify a file that is non-routine and therefore might be
processed outside of the six-month service standard. The WIP events are:
• Background check delay
• Medical delay
• Criminality delay
• Other delay

One or more of these WIP events may be entered when the cause of a possible delay is identified.
Examples of possible delays:
• Medical delay—the requirement to undergo 6 months of treatment for active tuberculosis;
• Criminality delay—a family member has a pending criminal charge that must be resolved
before admissibility may be determined;
• Other delay—an interview is required but area trips are made to the region only once or twice
per year and an area trip has been completed just recently;
• The sponsor is from Quebec, was found to be ineligible by Quebec, and successfully
appealed;
• An investigation in Canada is required prior to determining whether the sponsor is eligible.

This month is going to be our 6th month since our file has been transferred to CEM. Kaya I'm expecting something, either letter kung anong problema or DM na. Wew!Sana naman DM na..hahahaha!
isa pa nga sa kapalpakan ng CEM na yung medicals lang nung isang anak ko ang nasa file nila, wala yung medicals ko ilang buwan ng inabot alam nilang wala sa file nila medicals ko at na misplaced nila ni wala man lang sa napakagaling na opisina nila ang sumalat, ngemail or nag inform sa amin. Kung di pa kami lumapit sa MP namin nung april di pa namin malalaman na nawawala mga medicals namin isipin mo yun sis since december na ipinasa ko passport ko nung tima na yun nalaman na nila na nawawala ang medicals wala talaga silang pakialam, kasi nga naman hindi naman sila ang nahihirapan, hindi sila ang malayo sa asawa nila, at hindi sila ang nakatigil ang buhay. Grabe talaga :'( :'( :'( :'( :'( Sobrang sama nila tapos ang kapal ng mukha nilang gawin 8 months processing from 9 months eh 10 months na ang app ko sa kanila ni wala ngang balita. Nakakaubos na talaga sila ng pasensya. Kung may problema, di man lang magbigay ng abiso para masolusyunan ng hindi na magcause ng sobrang delay. Mabilis naman magcomply ang mga applicants sa mga requirements nila eh. Kung mageemail ka, isasagot within processing times pa or kadalasan wala nga response. BS! Ang mahal mahal ng binayad ng mga sponsors para sana sa inaasahang mabuting serbisyo. Naturingang office ng Canada pero kung magbigay ng serbisyo, pilipinong pilipino sa bagal! Kahit pa sabihing magbaon tayo ng 1000x or 1000000000x na pasensya, kung ganyan ang serbisyong nakukuha natin, eh mauubos at mauubos talaga yun! Iniiwasan kong mag-rant dito sa forum na to pero sobra sobra na yung frustrations di lang ako, lalo pa yung mga nauna pang naghihintay saken na halos aabutin na yata ng 1 taon kakahintay.

I already requested for CAIPS but I guess I have to wait for a few weeks to get it. Also, I just emailed our MP and asked for assistance. I badly need to know what's going on so I could understand and be MORE patient if there is something "reasonable" causing this delay on our app.

Kung ako,na Dec applicant, aligaga na sa kakahintay sa visa ng asawa ko, how much more pa kaya kayo na nauna pa samin at hanggang ngayon eh naghihintay pa rin. Ramdam na ramdam ko yung frustrations nyo. Nagpapasalamat na lang ako at napaka-understanding ng asawa ko, na kahit sa kanya ko nilalabas yung mga frustrations ko at nadadamay sya sa asar ko sa proseso, iniintindi pa rin nya ako at pinapalakas ang loob. Ang sakin lang naman kasi, kung simpleng case lang naman (e.g walang problema sa medical, walang criminal history, walang dependents, may mga proofs na nagpapatunay na totoong totoo ang relasyon) bakit pa nila pinapatagal ng ganito. Meron nga dyan eh, sa internet lang nagkakilala, umuwi lang si foreigner para pakasalan si babae, for the first time pa lang nagkita, may visa na in 4 months. Ano namang klaseng sistema yung ganon? Napaka-unfair di ba?!

November 16,2011 pa nareceived nila ang application q, tpos nasend q na passport q last April 25,2012....10th week na akong nghhntay sa visa mgmula ng nasend q ang passport q...wla prin hnggng ngyn....kainis..nakakafrustrate tlga mghntay... :mad:, anu pa kayang proof ang gus2 nila 7 years na kmi na mgkarelasyon...lahat ng ebidensya naipass q na...samantalang ung iba chat lng ngkakilala nabgyan na agad ng visa...hindi tlga makatarungan 2....sayang yung time na sana ngtratrabaho na ang tao pra makaipon...nasasayang sa pghhntay na wlang kasiguraduhan kung meron ba tlga tyung hnhntay.... :mad:

For me just don’t differentiate if the applicant just met online and u met in person.. nasaktan din kami.. I met my hubby online until now wala pa rin 11 months na…we are on 4 years now2 and 4 month kami be4 nagpakasal…Hindi naman fair if all filipino couple ang I approve nila eh canadian nga hubby naming eh canada nga ang country dapat prioritize nga nila and canadian. Di naman nya agad-agad ma give up work nya kasi he is just 46 year old ano kakainin naming if ditto sya..i know if retire sya ditto kami manirahan sa Philippines as of this time di talaga puede.My love is true to my hubby…Nagdasal na ako taimtim para lng magkasama lng kami its not important if in Canada or Philippines as long as were together…There is one situation that I said to my prayer if he wants an exchange to this agony I feel maybe in the future he can give me malignant cancer as long as I can experience to be happy together with my hubby…Maybe my faith is not too strong still in doubt but I just want to be happy…I told it to my hubby while crying and he said don’t say it and don’t be sad we will be together soon..
I MISS MY HUSBAND BADLY..even we not together but we talk 2 time a day or more...but still not same like in real that u can touch him i feet protected and very happy:'(

@crisetphil if theres only one to be blame that could be the CEM because of disorganized system just like EmRN said the process should be first in first out....so that is fair :)
