Yep, it sucks. It's also one of a few workable compromises. Alternatives would be to double or treble application fees, such that they came a lot closer to covering staffing costs, or to apply a strict quota to family-class applications such that you'd have to be "invited to apply," as in the express entry system.hcseeker said:

Yes, from a public relations standpoint something like that really would be nice.
