A Visa is valid for travel. COPR is not visa replacement, it is an additional document. As long as she has visa on her passport she is good

Definitely take it as a positive that they asked you to pay rprf. It means they are just tying up loose ends and are almost done with your app, insha Allah.

Is there any one whose principal applicant has stayed in Saudi Arabia for more than 6 months. I just wanted to know that if there is any one who has been asked by visa office to submit saudi police certificates.

if yes then what are the require documents to sponsor her husband who is living outside of Canada?

yes you can. you have to explain more like your family support you after ur husband immigration. bcz you are not doing job your family provide u and ur husband basic life needs like food, accommodation and you must explain Visa officer that you will doing job after study.
