I recently received my ECOPR and am waiting for my PR Card. I haven't seen my mother in 3.5 years, and she is all by herself in her home country. I want her to visit me for a few months. She had a visitor visa before, which had expired, but she had never visited Canada due to health issues. Considering the current visitor visa rejection, I am planning to apply for her supervisa. Can I do it right now, or do I have to wait for the PR card to arrive? What documents should I attach for visa success and also where to buy insurance? Can we buy dummy insurance till the time we get visa decision? Thank you for your advice.

You can apply now provided you have at least one CRA NOA that shows you meet LICO.

I'm not sure what you mean by dummy insurance. You need to purchase the insurance policy before submitting the application.

Thanks Scylla, Is it better to apply supervisa or visitor visa? I just filled my taxes with OLD SIN and I am still to receive NOA for 2024. Can I use my 2023 NOA?

It's really your choice which you apply for. 2023 NOA is fine. Include your 2024 T4 as well.

TRV is simpler since insurance isn't required

You don't need a PR card to apply, eCOPR is enough.

You need to show proof of funds: paystubs, job offer, bank customer snapshot will work, not only NOA.

Dummy insurance won't work. You can buy insurance with a flexible effective date which you can amend in accordance with your arrival date.

Just want to add if she had some health issue before, you likely do need to get some kind of heath insurance for her even for a short visit.
