PGP 2020 USA income

I (sponsor PGP 2020) became PR in January 2020 and was sponsored by my spouse (co-signer PGP 2020, Canadia citizen). I was in the USA (2015-2019) and was making enough income (2018, 2019). Now since Feb 2020 I am here in Canada and have enough income for 2020. I don't have NOA from Canada yet. My spouse (co-signer) has NOA for 2018 and 2019 but not enough based on the income criteria (I have income but it is from the USA). How can I proceed further? Can I show my USA income to meet the threshold? I have supporting documents as well.

Did you win a spot in the recent PGP lottery? You have to win a spot in the lottery first.

Congratulations! It is very difficult to win the lottery. Totally by luck!

You will need to get Canadian NOAs that show line 150 meets the income requirements in order to qualify.

On the form to submit interest to apply and take part in the lottery there is a section that specifically asks applicants to make sure that they qualify before submitting the form. So you probably already knew you qualified.

I don't understand why people can't act like adults. The thought "I have nothing to lose" is very selfish. Families that DO qualify lose their chances thanks to people like this. And above all, they dare to ask for help in this forum. What a waste of time !

You can't really blame the applicants alone.

The system is set up to facilitate such events happening. Chalk it down to "misunderstandings" or "overlooked" or "honest mistakes".

I understand what you mean, and it is true. However I truly believe applicants are able to READ and to INFORM themselves.

The system is based in “Good faith”, which is pretty commun in Canada, but people have trouble to understand it and to act consequently.

It is pretty clear to me what CIC says on its website, I quote:

To prove you meet the income requirements, you must include your Notice of Assessment from the Canada Revenue Agency (CRA) for the last 3 tax yearsbefore you apply (2020, 2019 and 2018).

And also there is further information here: What counts as income for sponsoring my parents and grandparents?

I imagine a lot of applicants do not take the time to look for further information !

Yes why bother to look at that information if it is not relevant at that stage?

Only spend the time looking at it when you have already won the lottery.

This is where many self employed people who pay themselves a salary might get in trouble. As they usually pay themselves much lower to avoid personal income taxes.

It is IRCC's fault. They are happy to have it this way. No problem for them. No lawsuits. Just a couple of people making some noise in forums. Big deal.

I juste quoted so people could see that there is information on cic website that clarifies this issue.

As you said, the spot is already waisted, I just needed to say what I think as I see it becomes pretty commun that people seek for help on the income issue, when there is not grey zone (except for self employed people and business owners)

So they need to plan ahead. Eg if they know they want to sponsor then they need to pay themselves enough for 3 previous years.

This was exactly what we did. Planned ahead for the 3 years+ so that in case I died (as a co-sponsor), my husband still have enough income to sponsor our MIL.

And then he waits till he wins the lottery then realizes what? I need the personal NOA line 150 for the past 3 years?

At the same time this lottery forces self employed people to continually pay themselves more and pay more taxes to keep the income requirements even though they keep missing out on the lottery every year.

It doesn't make sense if your business pay so much to the owner/solo employee and then suddenly dropped the income. So once the salary has been set, it's not normal to NOT continue to pay themselves a similar amount. It's ok to pay tax.
