Though the application guide doesn't specify any particular format. I placed it in the same order as mentioned in the checklist. It helps to put labels (post-its) / cover pages to each section or attachment just to make it more easier for the person assessing it to understand. And yes you can use any envelop as long as it is sturdy and big enough to hold all the documents.
