so 50 eligible occupations multiply by 500 to give 25000 and 500 for phd gives total of 25500... whats this sub-caps of 1000 for each of the 50 eligible occupations?

There is a cap of 1000 applications from any individual NOC. There is also an overall cap of 25000 for this year. That means if 1000 applications are received in an NOC, that NOC is full and further applications are rejected. It also means if 25000 overall applications have been received, any new application even in an NOC that is has not received any applications, would be rejected due to the filling of the cap.
