The same might happen for French and siblings with much more points under Express Entry itself, as normally what I see is that Francophone scores in the range 300s.
Except no such stream was announced in the plan of 2017.
We have Economy immigrants (where belongs FSW and CEC people and newly East Coast Priorities)
We have PNP stream (numbers are stated separately)
Then there are living care givers
and Quebec related
After we have family stream (with spouse, children, parents and grand parents)
and after are refugees and additional protecion.
Nowhere in this planning a special stream for international students, french speakers or siblings was listed.
The closest you can get to that is if you choose to go with provincial nomination (which is still PNP stream never the less).
