Yes I completely agree with you that there might be 7-8K intl students rite now. But there are many students who did not even made there profile just because they knew that their score is only 435 and they have no chance for getting ITA. All those students will now be motivated to make there profiles. I know a group of 5 students who were just waiting for the changes I think there will be many more like them. On the top of that students who were migrating out from Ontario to provinces like BC, Albert & etc so that they can apply for PNP they will also start looking into this option now . More over students who graduated in Dec 2015 will be ready to get into the pool with 468 points in Dec and the batch who graduated in DEC 2014 will soon complete 2 years in march 2017(490 points). I would think that this number 7-8K will easily be converted into at least 12-15k within couple of months.
I cant beleive that a person with 435 points dont have a profile. Making express entry profile is free of cost. And with 435 you always have chance of getting PNP like OINP. Or can apply for other PNP with EE profile. Those who have not made profile will be on the score of 380-400 knowing that they cant have good langauge skills. Mind you every intl student cant have CLB 9 level most of them would have CLB 7-8 level which dont give them high points thats why they wanted 100-200 points to get ITA easily. Still they are not happy with 30 points because they know that they lack a lot. I think maximums of maximums considering 10K students after the batch of DEC 2015. With 1 yr exp and CLB 9 and bachelors degree. Remember each student completed bachelors cant get job on the next day it can also take 2-3 months and all of them dont have the language of CLB 9. But still if you estimate 10K students will come in DEC 2016 in the pool. So with 4500-5000 ITAs a month suppose 20% are PNPs and 20% are FSW or with LMIA. Atleast 3000 per month students will be cleared. So in 3-4 months all those students will get cleared. And then the new students will take time to come in following the end of there degrees and getting work exp. This will take more time in comparison to applicants who comes with LMIA which shoots up the score. With LMIA points now reduced we will see scores going down as students take time to come in to pool and a person with LMIA gets 600 points on the spot.

The score has to go up, in my opinion, for sure, 15-30 points to get people with Canadian education.
The new target is showed up clearly.
I do not understand only one thing, the are not enough skilled, trade worker in Canada, but the new point system wants more manager person in NOC 00, it gives 200 points. The are a thousand qualified unemployed people in Canada for manager occupations. Immigration minister is doing the opposite of what Canada really needs...

1. profile is technically free to create, but in reality it is not free. At a minimum you need language test (and ECA, also here we can for the sake of the simulation that they have Canada university degree only).
2. you are forgetting, that now there are students from last 3 to 4 years lurking (even if we would say, that only 15k students will go to EE per year with this score, we will end up with 70-80k students waiting around that score).

Canada gets 300,000 students per year. Not 350K plus. And it takes time to get a degree not in just one year. A student who is enrolled in jan 2016 will take 4 yrs to complete his/her bachelors and 1 yr more for work exp. So it will take 5 yrs from now. All of them cant acheive CLB 9. Simple logic is that most students with 1 yr exp and canadian degrees with CLB 7 score in the range of 380-400 thats why they wanted big increase. Only 20% students have 430 or above points which will take them over 450. So there will not be many of them. As we always read in the forum that avg student points are 380. Thats why they needed 100 bonus points they were and are not happy only with 30 points. So it suggests there will only be 10K students over 450 with new changes and after that scores will drop to around early 400s like 420 or somewhat enabling more students to get ITA that whats govt needs.

I am giving you first hand information most of the students who come for 3 year program in colleges they dont have bachelors from back home. Therefore they cannot accept the OINP you need to have atleast bachelors and trust me there are large number of students who have noc B jobs with just 3 year college advance diploma. Many of my friends moved out to Alberta and BC to enroll in pnp(international student ) but all of them are thinking to remove there name from pnp because you have to stay some time in that province once you get nominated. They dont want to get bound to a particular province. lets see what 2016 brings but to my assumption it will atleast take about first 6 months to clear all int students.

1. If you're a student in Canada, you'll probably want PR and know about express entry. Students would not hesitate from making EE profiles because of the cost of language tests. Any student with >400 points is already in the pool.

2. If those students (3-4 year lurkers) have high IELTS and a PGWP job, they'll have gotten ITAs either through having 470+ points or PNPs.

Guys, to enroll to a Canadian university needs at least IELTS 7, it means CLB 9. Every university student has to have CLB 9. They could have foreign experience, other education as well. I am not speaking about 22-25 years old people, but older. Many international student come to Canada with foreign education, work experience...

And if there were 150K students on 430-440 they would not have whined for extra points and that too 100 points. Because anybody who have 430-440 can improve his/her language or can take more work exp. They whined because lots of them are in the range of 380-400. And they wanted 100-200 bonus points.

So according to your explanation all the students who graduate from 3 year program with CLB 7 and 1 year experience will get their ITA some time Sept next year. I wish you are rite and they all get PR.

You are wrong lots of UNIs also accept 6.5 IELTS. And even it is IELTS 7. Then it is overall 7 and you can get overall 7 by getting say 6.5 in listening or 6.5 in reading and 7 in others. For express entry you need CLB 9 across all bands. If you get CLB 9 in reading,writing and speaking and CLB 8 in listening you will still remain short of 50 skill transfer points. And 50 points are lot.

I dont agree with you all my frnds who have noc b job with 1 year exp(going to complete 2 years) they never whined because they knew sooner or later changes will come. The students who whined were those who barely pass from 1or2 years programe and then work in noc C they were expecting special treatment for them.
