here is what you (or your spouse) need to do, order a cenomar (certificate of no marriage) from nso, either in the nso office or you can order it online with additional charge.
if you are married, the record that nso will give you is AOM (advisory on Marriages) showing that you are married with your wife.
Well now, that sounds suspiciously like the ROM (report of marriage) we filed through the Vacouver Philippines consulate, that resulted in a seven month delay on being able to even file the immigration papers with CIC.

Quebec is such a f**ked province. If they were truly concerned about equality they would leave the decision in the hands of women. Let them decide if taking their husband's name is patriarchal oppression.
Yet their politicians are free to collude with organized crime for decades and extort money from the federal government.

I could never live there.

You can do that at the Consulate in Ottawa

http://philembassy.ca/home/index.php?option=com_content&view=article&id=87&Itemid=83

Report of Marriage

Filipino citizens married in Canada, either solemnized at the Embassy or by Canadian civil authorities, must register the marriage with the Embassy.

A Report of Marriage will then be issued and transmitted by the Embassy through the Department of Foreign Affairs for registration and recording with the National Statistics Office (NSO) in the Philippines.

The Consular Section of the Philippine Embassy in Ottawa can only undertake the marriage registration process of the marriage of a Filipino citizen that took place in Canada.

Requirements for Report of Marriage

For recording of marriages of Filipino national or nationals solemnized in Canada, the following are required when filing for an application for a report of marriage:

Duly accomplished Report of Marriage Form (in quadruplicate)
Original and four (4) photocopies of marriage license or registration of marriage (long form) issued by the Office of the Registrar General in Canada
Original and four (4) photocopies of the Certificate of Finality of the Nullity of Marriage issued in the Philippines (which should be authenticated by the Department of Foreign Affairs in Manila) if there was previous marriage in the Philippines, which was annulled)
Four (4) passport-sized photographs of husband (groom) and wife (bride)
Four (4) photocopies of spouses' passports and birth certificates
Consular fee of C$28.75

And BTW, this is the slowest it has ever taken us to receive a document from the NSO. He was waiting in the house all last week for it. It's so annoying! Somebody else from Davao said they received it the next day.

I'm the ghooost of Eaaaaster Future.. telling you alllll to order your AOM's before it's toooo late .. :-[

My wife is doing that on Monday but it seems rather redundant if they already have our marriage certificate. Are you sure AOM aren't only for Filipinos getting married in Canada?

Yup! You can look on the Filipino thread and almost everybody gets a request for one. It is redundant. They thrive on that :D That kind of redundancy is what paper pushers live and breathe for.

I can't read tagalog yet.

My marriage licence is a legal document provided from the very same agency that now requires me to have a second document to prove that I have the first document both of which they have provided me.

This immigration sh*t is going to give me a heart attack.

After one day? Did it arrive in the mail, or did she pick it up herself? Maybe I will ask him to march down there.

Actually... it's required as stated in the country specific guide. Below they look like they're presented as the same thing.. but they are opposites. It's doubly confusing because they also ask for a marriage certificate.

http://www.cic.gc.ca/english/pdf/kits/guides/3905e.pdf

The following original documents are required for you (principal applicant, regardless of age) and

These documents must be issued by the National Statistics Office (NSO) and printed on NSO paper.
If ... Then ...
a birth, marriage or death occurred in another
country and is not registered with NSO,
provide the original certificate issued
abroad.
there are any discrepancies in your and your
family member's documents,
submit these together with a sworn affidavit
explaining those discrepancies.
your or any of your dependent's birth is late
registered or there is NO RECORD of
registration of birth with NSO,
