There is a category for family class applicants (See OP 20 "Temporary Resident Permits", Section 5.15 "Early Admission") that are awaiting "routine processing steps". But you'd need a finding of inadmissibility first and if you are inside Canada, you can't be inadmissible.
That's one of the ironies of Canadian immigration: someone with a criminal record that is "inadmissible" can typically obtain a TRP. If that TRP is valid for 6+ months the holder is eligible for an open work permit and health care. Thus, someone with no criminal record cannot work, while someone with a criminal record can work.
