It is very easy to make cartoons. 
Here is the trick.
1. Register an account at www.photobucket.com
2. Find funny pictures at google search engine typing "bureaucracy (or whatever) pictures"
3. Upload them at your library there.
4. Add or edit text and picture.
5. Save it, you see a link for your picture when did that.
6. Copy and past it in your post here.
Easy. Get creative. ;D

Hi Admin,
One of my contact received a pre-verification direct to his employer in India from Visa Office Delhi last week and yet not been charged !
Do we have any more reporting made at the forum for a pre-verification at employer much before the fee has been charged in current process ?
It's going difficult in FSW-2013 to assume anything as per previous trends...
Basis of your expertise, would appreciate if can throw some light on it !
Looking at the current scenario, It can be highly beneficial for all of us to get some expert advice...
