I don't think you can upload anything until they request it. When you get a request for documents, there should be an option (blue button) to enable you to do it. I am kind of kicking myself for not including in the app upfront my spouse's Police Information Check letter from Canada (as he spent 1 year here) because I thought that he would be requested to fill out a Schedule A Background/Declaration anyways and so we would upload this at the same time. However, I am reading now that they are requesting fingerprints to submit to the RCMP in order to get the Criminal Record Check. It just seems to be another lengthy process and more hassle as my spouse is outside of N. America now. If I had submitted the letter I had from the Police Service, maybe he wouldn't have to go through this!
Anyways, so far I have not received a request to upload Schedule A nor a request for my spouse (PA) to submit fingerprints. So I can't do anything at this point as I checked to see if there was any option to upload our Police Info Check letter and I can't see any place in the I can do this in the Application/Profile details summary.
I linked our account on Feb 22 (6 days ago) and it says Background Check is In Progress and there are no comments whatsoever in the Review of Documents section. There has been no change in status in any of the other categories either. I guess once again, I am in limbo and have to wait until they give further instruction.
It seems to me that some people get a request to upload Schedule A and Police clearances right away. However, for me, I will chalk it up to having a very slow and unresponsive IO who is processing our application and testing my patience.
I think the request comes close to the time they grant SA, as the VO that processes your wife's (PA's) eligibility for PR is the one that will scrutinize the criminal record/background information.
I hope you hear something about submitting your docs and get onto the next step!
