Update:
I applied for TRV (with AoR) for my spouse couple of weeks back, just got it approved within 10 working days. Looks like our PR application didn't go for a secondary review. If they had doubts in PR application, our TRV application wouldnt have streamlined or whatever.
I am still waiting for my GCMS notes. Once I receive those, I can then raise webform with additional documents, if required or contact MP to understand what's causing the delay.
Please let me know if any other avenues that I can pursue.

Apparently there is nothing wrong for your eligibility to become a sponsor. You are just a bit paranoid and confused with Citizenship requirement - absolutely different! Just relax a bit. SA is important, but what cause delay for the application is PA background and eligibility.
