What exactly is considered a barrier to being able to live as conjugal partners? If you sponsor your partner to immigrate to Canada from another country, isn't the fact that you don't live in the same country already a barrier? I
I am a Canadian citizen and a university student. I would like my partner to come and live here... He currently resides in Ukraine. How can I sponsor him in this circumstance?

Can't you travel to Ukraine to get married?

The political situation in Ukraine makes it dangerous to go there right now.

He could apply for a TRV to come to Canada to get married.
Or you could go to a 3rd country to get married.

There are options available to you, so the chance of a conjugal app succeeding is very very low.

Can he come to Canada for a visit and get married?

Conjugal is hard to prove, just being in a different country isn't enough (if it was then almost all apps could be considered for it). When they say barriers, it's things like a country that doesn't recognize divorce or same sex marriages. It needs to be some other force preventing you from getting married or living together. Just choosing not to visit and get married isn't good enough. On top of that, you need to prove that you are essentially married without the paper. You need to show you have joint accounts etc. It's not made to sponsor a boyfriend/girlfriend, you have to be able to prove that this person is your spouse and they will want to know, if this person is your spouse, why didn't you take steps to get married. Conjugal apps have the lowest approval rate, don't apply through it unless you have absolutely no way of getting married.

There are plenty of places in Ukraine you could meet up that aren't at all dangerous. So this won't be accepted as an excuse.

I agree with above posts. Good intentions do not matter to CIC. I know several people from Ukraine, and im sorry to tell you they make it VERY difficult for Ukrainians to come here. Unless you get married,( and I can appreciate if you don't want to at this time) you will have to live together anywhere for 12 months. Best wishes.

Hi,

My name is Sahil. I am from india, my partner is a canadian citizen and we applied in conjugal category.

We are in same sex relationship. My partner sponsored me in April 2013. They called me for an interview in March 2014. The officer was very rude and after more than an hour interrogation he said I'm not satisfied therefore you have been rejected.

Our case was very strong case of conjugal category, still I didn't get visa.

Feel free to ask questions if you have any.

Probably wasn't an option. They can't do it in India and I'm guessing his partner couldn't get a visa approved to come to Canada.

There are many countries that will marry them, no ?

Yes - there are several. To the best of my knowledge someone holding an Indian passport requires a visa to enter every single one of them.

That being said, immigration impediments are expressly one reason that a relationship may be a valid conjugal partnership. From CIC guide OP-2 (pdf, page 33):
The conjugal-partner applicant should explain why they have not been able to live continuously with their sponsor for at least one year. In most cases, there will be an immigration impediment to
continuous cohabitation (e.g., inability to obtain long-stay visas for one another’s country). Non-cohabitation for purely personal or economic reasons (i.e., did not want to give up a job or studies) does not normally qualify as a sufficient impediment, but should be assessed on a case-by-case basis. Applicants should be able to provide evidence that they have seriously considered living together as common-law partners. For example, they might have explored options for living together in one another’s country, such as work or study permits, how their occupational skills and qualifications would be recognized in their partner’s country, visitor visas, long-term visitor status, etc.
Still a conjugal partnership seems to be an almost automatic "red flag", so applicants should expect a long and difficult process.
