I unfortunately live in Quebec and the immigration process is extremely long. Howey I have been told by a immigration consultant that I can apply for sponsorship and once I get the acknowledgement of receipt I can apply for a TRV for a spouse and if approved he could wait in Canada for the residency process is done , also once here we could apply for a open work permit. Now what are the chances to get a TRV for a Cuban husband ? Because honestly I don't want to wait 3-4 years, lots can happen in the time ,
 
What sort of ties does he have to Cuba (family, property, job etc)? Has he had other visitor visas to other countries before? I’m far from an expert on TRVs but my understanding is that they look at things like that. You may want to research if it’s better to apply for a TRV before or after submitting the spousal sponsorship.

On a QC specific note: any chance you could just move to a neighbouring province and then not be under the QC rules? Obviously if you’re located in the middle of QC with a non-flexible job that might not be feasible, but if you’re near ON or NB or have a flexible job situation it might be very worth it to just move BEFORE submitting the spousal sponsorship.
 
He has a job, house and his father , his mother passed away and for the TRV I was told by a immigration consultant to first apply for sponsorship and after the TRV since he is my spouse, processing is less than 30 days. And the approval rate by over 90% and this is for him to be. Able to stay in Canada while the residency application is being processed.

I don't think it's 90%.
 
My husband to be honest is not that much in a hurry , because to him Canada is not all that and looking at what the government let into the country from south american countries with an e vísa and many just stay. And a couple.theu give such a hard time especially with Cubans , and he is right. Very racist
 
Why offer a TRV for a spouse when it is still hard to get , maybe I find a better country for us to live

Unfortunatley TRVs are never guaranteed, even if you apply after you have AOR through spousal sponsorship. There of course some chance of approval but also certainly chance of refusal. The statistics around this are not published so I'm not sure why your immigration consultant said approvals are 90%. This is a made up number unfortunately.

You are of course free to decide to live elsewhere.
