This might sound harsh but seriously we have a member here who has been waiting for 41 months now and she is still being patient. You need to just relax and be patient because in most cases CHC-I doesn't even touch the files for the initial year, that too if you are lucky you'll get a response after a year.

+1 to that...especially for 2013

somebody I know got married Jan this year. They are planning to apply visit visa for the wife (w/o declaring marriage) and when she gets it, they will be applying spouse sponsorship within Canada. I don't know how smart that is.

Blueprint for Citizenship Improvements
This important legislation will streamline Canada’s citizenship program by reducing the decision-making process from three steps to one. It is expected that, by 2015–2016, this change will bring the average processing time for citizenship applications down to under a year. It is also projected that by 2015-2016, the current backlog will be reduced by more than 80 percent. Citizenship application fees will be better aligned with the actual cost of processing, relieving the burden on Canadian taxpayers who currently subsidize 80 percent of the cost.

This has nothing to do with the sponsorship visa....

PCC is the Police Clearance Certificate, see the link below if you need one in Pakistan.
