The lottery system is a fairer system. Geographic locations will no longer have an advantage anymore. Ontario (GTA) will have the advantageous over every sponsor in BC / Nfld. This is more so when couriers were taking advantageous of it and only offer the services in the GTA area. Again the advantage is there. So these couriers will not be able to charge ridiculous fees (supply and demand).

Not sure how he can game the system. Once you submit it twice, your application is removed. This will be very similar to the US green card lottery system. I am sure they have consulted with US green lottery program to ensure it's fairness. Anyway this is the one thing that McCallum has it right.

He wasn't claiming he could rig the system. He was being sarcastic and asking if it was possible. He was comparing it to his experience last year of not knowing there were "special couriers" and using a regular courier who messed up and got his application there too late. He jokingly said that if there's a way to rig the system, he doesn't want to be the last one to find out like he was for the "special couriers".

The only way I could see the system being gamed is submitting multiple emails accounts as separate submissions, assuming emails are used are counters.

If SIN numbers are used as counters, then that would kill any multiple submissions. Everyone only has one SIN. The computer can find and remove duplicate SIN's from the system.

I think the form will have more details, rather than just email or names. I think it will include UCI of sponsor.
