Not every sponsor Canadians have an UCI number. Canadian Born will not have an UCI number until they have dealt with CIC before. So a Canadian Born submitting a PGP for first time dealing with CIC will not have an UCI.
 
I feel horrible for the poster who in the 2016 thread stated that he withdrew his application because he had not received SA yet.

I applied in 2016 and I joined the forum on Jan 5th or 4th. I was devastated when I learned about local courrier companies charging hundreds of dollars. Thanks god my application send by UPS made it in 10 000.
But I also understand an argument that CIC can end-up with numerous profiles who don't correspond to criteria. I feel how frustrated the "good" applicants can be...

I don't think is fair how they are about to do it. In my case I'm trying to sponsor my parents and my sister who will be 19 years old in February, 2019. If they don't pick my application this year I wont have a chance to sponsor her at all.

Not true. Dependent age has been raised to 21.
 
I think this whole idea of lottery is non-sense.

There should be a provision that if you have applied 3-4 times and not been chosen in this "lottery" you should be given the opportunity to fully apply there after. We can't link family unification to gambling its not express entry for god's sake. ??? ???
 
I know the major reason why this is being brought in is because of the health care burden.

So why don't they allow parents/grand parents to come in but the sponsor has to take mandatory insurance for x amount of years. I know its an extra burden on the sponsor but at least we can have our families. Everything boils down to "MONEY" so if that's what they want, they can ask that... :'( :'(

Doesn't make sense. There's no first 10K spots for bots to take. CIC will accept an unlimited number of applicants over the course of a month and will then randomly select 10K from that pool.

The issue is: Randomly select 10k from that pool[eligible & non-eligible applicants]

I hope they will do the logical thing. If would make sense to invite extra random applicants after eliminating ineligible sponsors. Continue this way, until they reach 10,00 eligible applications.
