Exactly, I don't have an issue with them selecting people at random as much as them not know whether or not they even qualify. over the past couple of months so many people have said on the 2017 forum that they would still apply even though they know they are short on the LICO. This isn't fair, it is going to take away from someone who has everything they need to qualify.
 
Take it even further what if non-canadians start applying....russians, uruguayans, guatemalans, congolese, etc....

I believe that is the plan. Read somewhere that they intend to pick more than 10000 random as backup to replace those who didnt submit application in time or incomplete application.

Since when? I was just speaking to a CIC person this afternoon and she said they were just talking about raising the age to 21, but as it right now is still 19. And the application that I have from 2016 it says 19. I mean, if they already did, that's a good news then. That's why I would like to know where it says to 21 yrs old.

This is by far the fairest way to do this, to give someone applying from Victoria BC the same odds of making the cap as someone from Toronto and physically much closer to the CPC-Mississauga office.

They should be running this with a few strict rules, such as:
1. Just 1 entry allowed (gauged by SIN), and anyone discovered with more than 1 entry should be banned entirely from that year's lottery
2. Entries not picked above 10K should be kept, and after initial 10K apps are screened for qualifications with some eliminated, a further lottery should happen to fill out the 10K apps
3. Those missing lottery 1 year, should have some kind of priority in later years

All those courier companies expecting a huge new years bonus must be furious at this!

I agree with all of your points except 3. Why should those who applied in the past get preferred choice over newly applied ones. Once they get the priority, then it defeats the purpose in 3 - 4 years later as everyone who applied in the past will get first dibs and no newly applied will get a chance.

Then it is really no longer a lottery. Just wait a couple of years of applying to guarantee a spot.

Not priority meaning a guaranteed spot, but maybe give an extra 1 entry in the lottery if you missed out on previous year.

Even if they got an extra entry, the odds are no longer even across the board. Thus defeat the purpose of the fairness of the lotto system.

I arrived in Canada on Aug 06, 2013 but stayed only for 1 month. My Tax for year 2013 was filed at $ 0

I actually start working and living in Canada from Jan 2014. I have T4s /NOA for following year
2013 - 0
2014 - 99K
2015 - 95 K
2016 - will be filed by April and probably NOA will come by July 2017 Total income is 88 K

Can I apply my Father Immigiration visa in Jan 2016

You need 3 yrs previous income from 2016. 2013, 2014 and 2015. Which means you'll have to apply in 2018 to be eligible. Please don't apply next year and take the spot of eligible families wanting to in 2017.

You are not eligible as you missed 1 NOA of 2013. Please do not apply as it is not fair for other since you will be rejected even if you got a spot.

The cap was introduced to prevent a drain on Canada's health and social services.

This change has nothing to do with healthcare or money. It happened because so many people were upset with the unfairness of the previous system. IRCC will still be accepting the same final amount of actual applicants as last year.

Also, it is enshrined in law that a PR has the same rights to the healthcare system as Canadian citizens. IRCC can't simply decide to deny PGP sponsored PRs access to health coverage and instead require them to have private insurance.

If SIN numbers are used as counters, then that would kill any multiple submissions. Everyone only has one SIN. The computer can find and remove duplicate SIN's from the system.
Ideally, anyone submitting multiple times should have ALL submissions deleted as a deterrent, not just the surplus.
