He was comparing it to his experience last year of not knowing there were "special couriers" and using a regular courier who messed up and got his application there too late. He jokingly said that if there's a way to rig the system, he doesn't want to be the last one to find out like he was for the "special couriers".

If SIN numbers are used as counters, then that would kill any multiple submissions. Everyone only has one SIN. The computer can find and remove duplicate SIN's from the system.
