I am eligible in 3 weeks .. As I said before it won't come into force directly anyways. And I think there is still possiblility the Bill wont make it before Summer Break .. Second reading usually takes multiple sittings... in the House of common it took long time.

I should be good to apply in 3 weeks too. my lawyer is saying I can apply now as he is sure the law will be passed and take effect by next week. I`m not sure what to do. what do you guys think :(

I think you should fire the lawyer who is giving you bad advice

Your Lawyer is asking you to commit a Fraud Basically which will be more risky than waiting, the law wont come into force directly .. Never Happend.

The reasons to delay the commencement of an Act or any of its provisions are multiple, and may include reasons such as giving time to the population to adjust to the new Act, or giving time to the government to make the necessary preparations to administer the new Act once effective – for example, by staffing an office, obtaining financial resources, or preparing regulations."

They need to prepare the system for the new changes (New Form, Calculator .. etc). Also it never happend that any Act like this comes into force directly, it is even mentioned in the Bill C-24 itself "under coming into force section" that it will come into force on a certain date decided by the council.

It Never Happend also that a Citizenship Act came into force immediately.

well ofcourse. it's dependent on other bills as well. Economic Action Plan 2013 Act, No. 1 and Bill C-425
