I applied on 01-06-2016 and my application was complete with everything uploaded by 05-06-2016. But it doesn't depend on when we apply. They start processing all applications in Aug/Sep.

Higher fee doesn't make any college better/reputed. Do be careful about program relevancy. Visa officers are very particular about this when granting a visa. Check the program curriculum before going for this.
