No you don't need to apply to both as the application is considered for both the Universities. And in the first place, the Institute is joint - Ottawa Carleton joint institute.

In my view, if accepting the offer does not require you to pay certain amount of money, it should be no problem doing so. However, if otherwise, it might be a problem for you. Check the same and decide accordingly. And, Congratulations! You made it to such a great University!
