Can I apply for study permit before getting my deferral letter

I have been admitted to Concordia University for September 2016 (19 Sept classes begun). I applied for a study permit and my application was denied. And as Iam about to reapply, I requested for deferral letter, which I have not receive any response yet.


My question is... can i submit my application and later send my deferal letter to CIC?
