Absolutely! Why not? You need a valid WP to apply for renewing your visa. It took me about 30 days and I got my visa stamped with a validity until my WP expires

Sorry to hear about your rejection. If there is no code as 0613 then it is very likely that he/she made a typo in the rejection letter . I believe you were assessed using the right code but the rejection letter has a typo :( good luck!
