PGWP cannot be extended, and is only granted once for the entire lifetime of a person. So that means, you could not get a second PGWP by going back to school. Seems to me that LMIA is the only way.

Any updates? Did the call centre also tell you that your eligibility is passed? Didn't see that in your post. If so, call them again and double check if they have already sent out PPR. In rare occasions, PPR emails do not reach to applicants...
